What this measures: State laws restricting Diversity, Equity & Inclusion programs at public colleges and universities. Restrictions typically include: banning DEI offices and staff, prohibiting mandatory diversity training, forbidding diversity statements in hiring, and barring identity-based preferences in admissions. Based on model legislation from the Manhattan and Goldwater Institutes. 18 states have passed laws as of mid-2026, concentrated in the South and Midwest. Several blue-state governors have vetoed similar bills. The movement accelerated after the Supreme Court's 2023 affirmative action ruling.
